COGA Bill Matrix 2008 - Final Report

The COGCC requested 21 new FTEs (full time employees) to implement the new HB 1341/1298 rules now being developed. This represents a 40% increase in agency personnel. COGA was successful in having adopted an amendment which stipulated that 50% of the funding for these new FTEs would be from the Severance Tax Operating Account, as opposed to the COGCC proposed mil levy increase on oil and gas production. With the leadership of House Agriculture and Energy Committee Chair, Representative Kathleen Curry, The House and the Senate adopted the COGA amendment. Industry will save about one million dollars in new taxes with the COGCC using funds from the Severance Tax Operating Account, as opposed to an increase in the state mil levy.
