REQUEST FOR PROPOSAL: OUTSIDE LOBBYING CONTRACT
INTRODUCTION
The Colorado Oil & Gas Association (COGA) is seeking proposals from experienced and qualified lobbying firms to support the organization’s government relations and advocacy efforts before the Colorado General Assembly and relevant state agencies.
BACKGROUND
COGA is a non-profit trade association under section 501(c)(6) of the Internal Revenue Code, representing Colorado’s oil and natural gas industry. COGA’s 170 members include exploration and production companies, midstream operators, service providers, and other businesses critical to Colorado’s energy economy.
The oil and natural gas industry is a vital contributor to the state’s economy, workforce, and energy security. COGA advocates for responsible resource development that ensures regulatory certainty, environmental protection, and community engagement. The organization works to advance public policy that supports the safe, sustainable, and affordable production of oil and natural gas.
As the industry continues to navigate an evolving regulatory landscape and public dialogue, COGA is committed to proactive, transparent, and collaborative legislative engagement.
OUTSIDE LOBBYING REQUIREMENTS
COGA seeks to retain a lobbying firm to perform the following functions:
Represent the interests of COGA and its members before the Colorado General Assembly, including articulating COGA’s policy positions to legislators, legislative staff, and relevant stakeholders;
Provide strategic advice and counsel to COGA’s President and CEO and other staff on legislative and political matters;
Identify and secure bill sponsors for COGA-initiated legislation and help build coalitions to support or oppose legislation impacting the industry;
Analyze legislative proposals, including assessing their likelihood of passage, stakeholder dynamics, and vote counts;
Attend legislative committee hearings and, upon request, testify or coordinate testimony on behalf of COGA;Organize and prepare witnesses from industry or affected communities for legislative testimony;
Attend COGA board, committee, or membership meetings upon request;
Assist in outreach to lawmakers for COGA-sponsored events or legislative receptions;
Prepare regular summaries, memos, or updates on legislative and regulatory developments as requested;
Participate in stakeholder and working group meetings convened by state agencies or other interested parties;
Support COGA’s political engagement efforts, including advising on political and candidate contributions and activities related to its PAC, SDC, and 527;
Provide briefings and updates to COGA members and staff on proposed or active legislation relevant to Colorado’s oil and gas industry.
RFP RESPONSE REQUIREMENTS
Interested parties should submit a written response addressing the following:
A summary of the firm’s lobbying experience and qualifications, particularly in energy, environmental, or regulatory issues. Include your strategic approach, client communication practices, and examples of successful advocacy;
Identification of the individual(s) who would be assigned to COGA’s account and their relevant background;
Disclosure of any current or potential conflicts of interest, and how such conflicts would be addressed;
A statement of interest, including why your firm is best positioned to represent COGA and advance its advocacy priorities.
